Sehingga Ephorus tidak mau tanda tangani laporan keuangan dari senat yg tidak dapat dipercaya lagi, saat itu. Dan akhirnya sidang tahunan atau Synode Godang HKP 1976 di reses selama 2 thn. Dan menjadi masalah besar HKBP saat itu, dimana pemerintah saat itu dan Pangkopkamtib (Panglima Komando Pemulihan Keamanan dan ketertiban) dan Laksusda ikut campur tangan.

“Saya tidak bermaksud meremehkan dewan ini, namun saya tidak dapat menemukan siapa pun di dalam Dewan Gereja HKBP yang memiliki keyakinan yang sama terhadap Roh Kudus seperti saya.”
Pada tahun 1976, Ephorus Ds. GHM Siahaan menyatakan pertemuan puncak dewan dalam masa reses hingga pemberitahuan lebih lanjut, dan dilanjutkan kembali pada tahun 1978.
Pertemuan puncak ini didasarkan pada ayat Efesus 4:3 yang menekankan nilai persatuan melalui Roh Kudus.

"Ephorus Siahaan remained steadfast in his belief in the Holy Spirit, which ultimately conflicted with the views of the HKBP Senate (Parhalado) in 1976.
As a result, Ephorus Siahaan refused to sign the financial report submitted by the Senate, citing a lack of trust in its accuracy at the time. This disagreement led to the suspension of the 1976 HKBP Synod for two years, creating significant challenges for the church. The situation escalated to the point where the government, including the Commander of the Security and Order Restoration Command (Pangkopkamtib) and Laksusda, intervened.
At the heart of the issue during the 1976 HKBP Annual Meeting was the divergence between the beliefs of Ephorus Siahaan and the Senate. While Ephorus remained devoted to the Holy Spirit, the Senate held differing views."

In 1976, Ephorus Ds. GHM Siahaan declared the council summit in recess until further notice, and it was resumed in 1978.

Selanjutnya Ephorus Ds. GMH Siahaan memberikan penjelasan
analogi:
" ..sulit mengendarai kendaraan dengan dua
kemudi.......demikian jika ada lebih dari satu ROH bekerja pada diri
kita.." Dia melanjutkan : " ..Boi do marasing Tondi na manggomgomi manang piga halak.." yang dimaksud Ephorus haruslah kesatuan dalam Roh Allah yaitu Roh
Kudus.
Roh kudus? Ciri hasil dari Roh kudus adalah perilaku, keputusan, bahasa
dengan ciri: kasih, sukacita, damai sejahtera, kesabaran, kemurahan,
kebaikan , kesetiaan (Galatia 5: 22). Sehingga jika ada dua roh maka
akan ada dua pengemudi dengan hasil yang berbeda dengan ciri roh kudus.
Dalam mengambil keputusan , perbuatan dan bahasa , Ephorus Siahaan
selalu di pandu oleh Holly Spirit sehingga akhirnya mengambil keputusan
menskors Sinode Godang Istimewa 1976 sd 1978. Pada tahun 1978 tema dari
Sinoda Godang Istimewa adalah kesatuan Roh yang diambil Ephorus dari
Efesus 4:3 dan buku The Theology of Martin Luther, Paul Althaus, 1966
yang terkenal dengan pernyataan Marthin Luther: '' You have another spirit than we have!"(Kalian mempunyai roh yang berbeda dengan kami). Roh Kalian vs kami.

Dalam suatu rapat besar gerja indnonesia pada tahun 1964, di usulkan agar seluruh protokol gereja di Indonesia di satukan dan samakan. Tetapi Pdt Ds. GHM Siahaan menolak usulan dewan gereja itu dengan alasan sbb:
"Bentuk kesatuan gereja tidak terletak pada kesatuan Organisasi, kesatuan tata gereja, kesatuan liturgi, dan rumusan rumusan pengakuan iman. TETAPI bentuk kesatuan gereja berada pada kesatuan ROH"

In 1964, Ephorus Ds. Gustav Heine Managom Siahaan demonstrated his leadership rooted in faithfulness to the Holy Spirit during an Indonesian Churches summit.
At the summit, a new Church Protocol was proposed for implementation across all Indonesian churches.
However, Ephorus Siahaan respectfully declined the proposal, offering a rationale grounded in the Holy Spirit:
"Though diverse, the unity of churches should not be based on structural unity—such as organizational unity, protocols, or doctrinal statements—but rather on the Holy Spirit, which is shared among all churches."
